If you mean moving bar with locked targets there is an anchor near right top corner of first locked target (it looks like crosshair), you can move it and whole bar will be placed in new place. And changing bar to vertical is done with context menu...

So for example 2x720mm arty and rest 650mm? I would go with full 650mm and use dmg module to increase dmg. Unified guns can be grouped -> bigger volley.

I used arty and cannons as an example, I don't use other types than projectiles but I can't imagine lazors mixed with hybrids or sth like that. In general you go full in one type of range weapon (long/medium/short), of course you can mix launcher...
